The Army has prepared a Record of Decision (ROD) that addresses munitions and explosives of concern (MEC), including unexploded ordnance (UXO) and discarded military munitions (DMM), that potentially remain at the former Fort Ord in the Interim Action Ranges Munitions Response Area (MRA), where munitions response (MEC removal) has already been completed.
The Interim Action Ranges MRA is located in the north-central portion of the former Fort Ord. The Interim Action Ranges MRA encompasses an approximately 227-acre portion of Munitions Response Site (MRS) Ranges 43-48. An interim remedial action was completed under the Record of Decision, Interim Action for Ordnance and Explosives at Ranges 43-48, Range 30A, and Site OE-16, Former Fort Ord, California, produced by the Army in August 2002 for Interim Action Sites at the former Fort Ord, including MRS Ranges 43-48.
This decision document presents the selected final remedial action for the Interim Action Ranges MRA to manage the risk to future land users from MEC that potentially remain in the site. The final remedy for the Interim Action Ranges MRA was selected in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended by the Superfund Amendment and Reauthorization Act.
The selected remedy consists of the following Land Use Controls:
- MEC recognition and safety training for those people that conduct ground-disturbing or intrusive activities on the property;
- Construction support by UXO-qualified personnel for ground-disturbing or intrusive activities;
- Restrictions prohibiting residential use; and
- Restrictions against inconsistent uses (applicable to areas designated for habitat reserve).
U.S. Environmental Protection Agency approved the ROD on January 18, 2017. California Department of Toxic Substances Control had an opportunity to review and comment on the ROD and its concerns were addressed.
